In the G.O. 1st read above, orders were issued empowering the Government to accord membership to the Association/Union in the Andhra Pradesh Civil Services Joint Staff Council (State Level), and also to reconstitute the Andhra Pradesh Civil Services Joint Staff Council (State Level) duly considering the representations, if any, made by the Employees Associations by the erstwhile undivided state of A.P. In the G.O. 2nd read above, orders were issued empowering the Government to accord recognition to any Service Association/Union, subject to fulfillment of certain conditions.
2.In the circular Memo 3rd read above, it has been clarified that
(i)all the laws, which were applicable to the undivided State of Andhra Pradesh, as on 01-06-2014, would continue to apply to the new States i.e., State of Telangana and State of Andhra Pradesh created by the Central Act, with effect from 02-06-2014 notwithstanding the bifurcation of the erstwhile State of Andhra Pradesh;
(ii)to facilitate their application in respect of the State of Telangana and the State of Andhra Pradesh, the appropriate Government may, before the expiration of two years from 02-06-2014, by order, make such adaptations and modifications of the law, whether by way of repeal or amendment, as may be necessary or expedient; and thereupon,
(iii)every such law as adapted or modified as above, will continue till such time it is altered, repealed or amended by a competent Legislature or other competent authority, in the respective States.
3.In the representation 4th read above, certain associations have requested for recognition of their Association in the State of Telangana.
4.Government have examined the matter and decided to constitute a Committee of Officers for examining the above matter relating to adaptation of the Recognition of Service Associations rules for the state of Telangana and to make recommendations on the matters relating to framing of rules/adoption of existing rules of the Service Associations and their nominations to be a member of Joint Staff Council, sanction of ‘Other Duty facility’, etc.,
