O R D E R


  1. In the G.O.5th read above, Government issued orders framing rules for direct recruitment for the posts of teachers in exercise of the powers conferred by proviso to article 309 of the Constitution of India etc. and in supersession of the rules issued in G.Os 1st & 2nd read above.
  2. According to the above recruitment rules “District” means a Revenue District as formed/reorganised by the State of Telangana with effect from 11.10.2016 and the “Appointing  Authority’’  means the District Educational Officer of the District concerned in respect of the posts of teachers in Government Schools, Mandal Praja Parishad Schools and Zilla Praja Parishad Schools and “Collector” means an officer in-charge of a Revenue District.
  3. The High Court of Judicature at Hyderabad for the State of Telangana and the State of Andhra Pradesh in its order 6th read above dated 24.11.2017 in W.P.No.37296/2017 specifically ordered that “Rule 2(5) and (6) of the 2017 Rules shall, henceforth, be read as the 10 districts of the State of Telangana, as is referred to in G.O.Ms.529 dated 14.05.1976 and in Section 3 of the 2014 Act, and not the 31 districts created by the Government of Telangana in the exercise of the powers conferred on it by the Telangana District Formation Act, 1974”.
  4. In pursuance of the above High Court Order, the Government vide G.O. 7th read above redefined districts as “District” means the erstwhile District that is Revenue District that was in existence prior to 11.10.2016 and also redefined the “Appointing Authority” as “The Officer designated by the Government in this regard”.
  5. Now, the Government is hereby designating the appointing authority for appointment to the posts of teachers in the Government and Local Body Schools.

Therefore, the following Notification shall be published in the Telangana Gazette:-

In exercise of the powers conferred under section 2(1) of the Telangana State Direct Recruitment for the posts of Teachers Rules, 2017, as amended from time to time, the Government hereby designate the District Educational Officers of the erstwhile Revenue Districts of the State of Telangana that were in existence prior to 11.10.2016 as the appointing authority for appointment to the post of teachers in the Government and Local Body Schools. The appointing authority while making appointment shall consult the District Educational officers of the newly formed 31 districts carved out in the geographical boundaries of the erstwhile 10 districts which were in existence prior to 11.10.2016.

Board of Secondary Education of Andhra Pradesh (BSEAP) will announce the results for class 10 examination on the official website bse.ap.gov.in. The scores will be released on April 29. Bhagha Srinivasa Rao, the State Human Resource Development Minister, was quoted as saying that the Vizag platform is being set up to release the results. The expected time for the results to be is around 11 am.

SCHEME OF THE EXAMINATION
  1. All the Tests, except Language and Survey Tests will be in Objective Type in terms of G.O.Ms.No.602, G.A. (Ser-C) Department, dated. 01.11.2011.
  2. The Language Test papers (P.C.Nos.5, 6, 7, 19, 28, 36,49, 67,37, 58, 74) and Survey & Settlement papers (P.C.Nos.69, 87, 109, 110, 111, 112, 116, 117, 118, 119, 120, 121, 122, 133, 134 and 135) will be of conventional mode.
  3. All the objective type papers will be held on Computer Based Departmental Tests. Instructions regarding this Computer Based Test are detailed in the Instructions Manual at Annexure - I.
  4. The candidates appearing for Objective Type papers may use Mock Test facility available on Commission's Website, to acquaint with the Computer Based Tests.
  5. The candidates appearing for Conventional Papers (Descriptive Exams) will be supplied with OMR sheet attached Answer Books to be answered with Blue or Black Pen.
  6. Schedule of test timings as per G.O.Ms.No.55 General Administration (Ser-C) Dept., dt.02/05/2017 is as under.

HOW TO APPLY for AP Dept Test Exams

The Applicants shall read the Instructions Manual at Annexure-I and go through the User Guide on Website before submission of Applications online.

STEP-I: Candidates applying for the first time for any notification has to first fill the OTPR application carefully to obtain OTPR ID. While filling the OTPR, the candidates have to ensure that there are no mistakes done. The Commission bears no responsibility for the mistakes, if any, made by the candidates. (If candidates already have OTPR ID number then he/she can proceed to STEP-II.)

STEP-II: The Applicant has to Login in the Commission's website with the User Name (OTPR ID) and the Password set by Candidate. After Login, the Applicant has to click on the "Online Application Submission" present in the bottom right corner of the commission's website.
PAYMENT PROCESS: The Applicant now has to click on the payment link against the Notification No.04/2018. The Basic details required for calculation of the Fee will be prepopulated from the OTPR data. The Applicant has to verify all the details that were displayed. Once the Payment form is submitted, the respective details (Used for Calculation of fee) will not be altered in any stage of application processing. Hence if any details are to be changed, applicant should use the Modify OTPR link, modify the details, save it and again click on application payment link.

STEP-III: After checking all the data and ensuring that the data is correct the applicant has to fill application specific data. Once all the data is filled appropriately, the applicant has to submit the payment form. On successful submission, the payment reference ID is generated and is displayed on the screen. By clicking "OK" the Applicant is shown the various payment options where he/she can select any one among them and complete the payment process as given on the screen.

STEP-IV: Once the payment is successful, payment reference ID is generated. Candidates can note the payment reference ID for future correspondence. Thereafter the applicant is directed to the application form. Applicant should provide the payment reference Id generated along with the other details required for filing the application form (other fields like OTPR ID and personal details will be prepopulated from the data submitted in the payment form for respective notification). The Applicant should check the data displayed thoroughly and should fill the application specific fields like paper code details, examination centre etc., and details carefully and submit the Application form. Once the Application is submitted successfully then Application Receipt is generated. The Applicant is requested to print and save the application receipt for future reference/correspondence.
Note: Applicant shall note that, the details displayed from OTPR at the time of submitting the application will be considered for the purpose of this notification only. If, any changes are made by the applicant to OTPR data at a later date will not be considered in any case.

STEP-V: In any case if the payment process is not submitted successfully, then the applicant should start the fresh payment process as mentioned in STEP-II.
STEP-VI: Once the application is submitted successfully, correction in application form will be enabled. The corrections can be made in the application form itself for paper code only. Fields which affect the Name, personal details and fee are not enabled for corrections.

NEGATIVE MARKS FOR WRONG ANSWERING
As per amendment to Rule 17 of Departmental test Rules 1965 vide G.O. Ms. No.55 General Administration (Ser-C) Dept., Dt.02/05/2017 in respect of objective type papers with multiple Choice answers, the wrong answering shall be penalized. For every wrong answer, 1/3(0.33) of the marks prescribed for the question shall be deducted, unanswered questions will not be taken into account.
Provided that the minimum marks for passing of all the objective type departmental Tests are reduced to 35 marks instead of 40. In respect of Divisional Test and AP Works Accounts Services examination, the minimum pass marks prescribed vide G.O.Ms.No.213, F & P (FW.WA.I) Deptt., dt.14.6.1984, as 40 in each paper and 45% in aggregates are reduced to 35 in each paper and 40% in aggregate. However, the minimum marks required for pass in the Descriptive Papers shall be 40 in each paper.

ORDER

Government have reviewed the orders issued in the G.Os read above regarding fixation  of pay of Re-employed pensioners and after thorough consideration hereby order the following terms and conditions of reemployment in suppression of all orders issued earlier in this regard:

I. Pay:- The re-employed pensioners shall draw last pay drawn minus pension as pay. For this purpose-

( i ) LAST PAY drawn means the actual pay drawn before his retirement on which his original pension was sanctioned.
(ii) PENSION means, the gross monthly pension. Where pension has been
commuted partly or fully pension means the gross pension payable prior to commutation.

II. Allowances: The re-employed pensioner shall be permitted to draw  Dearness  Allowance, House Rent Allowance and City compensatory Allowance on the pay fixed as indicated at (I) above.

III. Permission  to  draw  pension: During the period of re-employment the re-employed
pensioner shall be permitted to draw any pension sanctioned and to retain any other form

of retirement benefits in addition to remuneration fixed in the manner above.

IV. Non drawal of Dearness Relief on pension: The re-employed pensioners are not eligible for dearness relief on pension during period of re-employment and the pension disbursing officers should obtain a certificate of non-re-employment from the pens oners along with the Life Certificate to be submitted between October and April every year.

V. In case of Pay Revision during currency of Re-employment: The pensioners who are on re-employment  as  on  the  date  are  eligible  for  re-fixation  of  their pay and pension

whenever there is a pay revision and the pay on re-employment shall be regulated accordingly. To be more specific, the pay on such revision of pay scales shall be Revised pay minus consolidated pension.

VI. Term/Duration of Re-employment: The term of re-employment shall be normally for one year extendable on the same and terms conditions subject to mutual consent.

VII. Entitlement of leave: During the period of re-employment the re-employed are eligible for the casual leave, optional leave and earned leave along with leave encashment as in the case of regular Government employees.

VIII. Tour TA: The re-employed are eligible for TA - DA on tours as applicable to the posts to which they are reemployed in case they are appointed against a sanctioned post.

IX. Other facilities: The re-employed shall be eligible for vehicle, phone and other facilities as applicable to the post to which they are re-employed in case they are appointed against a vacant post.

2. These orders shall apply to all Government pensioners who are re-employed or appointed after retirement hereafter. The existing re-employed pensioners may continue on the existing terms of re-employment. On expiry of present term they may be continued on re-employment in terms of these orders.

3. These orders are applicable to those pensioners who are re-employed against sanctioned posts. These orders may also be extended to those pensioners who are re-appointed without sanctioned posts such as in case of officers on special Duty/Consultants etc., duly defining the terms and conditions relating to facilities such as tour TA,Vehicle etc., that are to be provided for effective discharge of duties

SELECTION PROCEDURE

The selection for Probationary Officers will be done through a three tiered process: Phase-I: Preliminary Examination:
Preliminary Examination consisting of Objective Test for 100 marks will be conducted online. The test will have of 3 Sections (with separate timings for each section) as follows:

Selection criteria for Main Examination: Category wise merit list will be drawn on the basis of the aggregate marks scored in the Preliminary Examination. Candidates numbering approximately 10 times the numbers of vacancies in each category will be short listed for the Main Examination from the top of the merit list.

Phase – II: Main Examination:

Main Examination will consist of Objective Tests for 200 marks and Descriptive Test for 50 marks. Both the Objective and Descriptive Tests will be online. Candidates will have to answer Descriptive test by typing on the computer. Descriptive Test will be administered immediately after completion of the Objective Test.
(i)    Objective Test: The objective test of 3 hours duration consists of 4 Sections for total 200 marks. The objective test will have separate timing for every section.

(ii)    Descriptive Test: The Descriptive Test of 30 minutes duration with two questions for 50 marks will be a Test of English Language (Letter Writing & Essay).


Penalty for Wrong Answers 

There will be penalty for wrong answers marked in the Objective Tests. For each question for which a wrong answer has been given by the candidate one fourth of the marks assigned to that question will be deducted as penalty to arrive at corrected score. If a question is left blank, i.e. if no answer is marked by the candidate, there will be no penalty for that question.
Selection criteria for Group Exercise and Interview: Category wise merit list will be drawn on the basis of the aggregate marks scored in the Main Examination.  Candidates numbering up to 3 times (approximately) of the category wise vacancies  will be shortlisted for the Group Exercise & Interview from the top of the merit list subject to a candidate scoring minimum qualifying score in aggregate.
Phase – III: Group Exercises (20 marks) & Interview (30 marks)
Candidates qualifying for GE & Interview under 'OBC' category would be required to submit OBC certificate containing the 'Non Creamy layer' clause. Candidates not submitting the OBC certificate containing the 'Non Creamy layer' clause and requesting to be interviewed under General category will not be entertained.
Final Selection
The marks obtained in the Preliminary Examination (Phase-I) will not be added for preparing the final merit list for selection. Only the marks obtained in Main Examination (Phase-II), both in Objective Test and Descriptive Test, will be added to the marks obtained in GE & Interview (Phase-III) for preparing the final merit list. The candidates will have to qualify both in Phase-II and Phase-III separately.
Marks secured by the candidates in the Main Examination (out of 250 marks) are converted to out of 75 and marks secured in Group Exercises & Interview (out of 50 marks) are converted to out of 25. The final merit list is arrived at after aggregating converted marks of Main Examination and Group Exercises & Interview out of 100. The selection will be made from the top merit ranked candidates in each category.
Results of the candidates who qualify for Main Examination and Group Exercise & Interview as well as the final select list will be made available on the Bank's website.

ఆదాయపు పన్ను విభాగం ఆదాయం పన్ను రాబడిని దాఖలు చేసేటప్పుడు తక్కువ రిపోర్టు ఆదాయం లేదా తగ్గింపు పన్నులు / మినహాయింపులకు వ్యతిరేకంగా వేతన పన్ను చెల్లింపుదారులను హెచ్చరించింది. ఇ-ఫిల్లింగ్ వెబ్ సైట్ లో అప్లోడ్ చేయబడిన ఒక సలహాలో పన్ను శాఖ ఆదాయపన్ను చట్టం కింద విధించిన పన్ను రాయితీలు / మినహాయింపులను మినహాయించటం / రాయితీలు చేయడం వంటివి పన్ను చెల్లింపుదారులకు హెచ్చరించింది.

పన్ను సలహాదారుల ద్వారా తప్పుగా రిపోర్టింగ్ ఆదాయం ద్వారా ఆదాయం పన్ను వాపసులను మోసం చేస్తున్న పలు ప్రముఖ సంస్థల ఉద్యోగుల గురించి ఇటీవల వచ్చిన ఈ నివేదికలో ఈ సలహా ఉంది.

సలహా ప్రకారం:
"సబ్లైడ్ పన్ను చెల్లింపుదారుల ప్రయత్నం కింద నివేదిక ఆదాయం లేదా తగ్గింపు తీర్మానాలు సహాయంతో మరియు యోగ్యత లేని మధ్యవర్తుల ద్వారా ఆదరించబడింది ఆందోళన తో గుర్తించబడింది. ఆదాయపు పన్ను చట్టం యొక్క వివిధ శిక్షా మరియు ప్రాసిక్యూషన్ నిబంధనల ప్రకారం ఇటువంటి నేరాలు శిక్షించదగినవి.

CPC- బెంగుళూరు ఆదాయపు పన్ను రిటర్న్లను ప్రాసెస్ చేయడం ఒక సమర్థవంతమైన పద్ధతిలో వాపసులను జారీ చేయడానికి ప్రపంచ తరగతి పన్ను చెల్లింపుదారుల సేవలను నిర్థారించడానికి ఒక ఆటోమేటెడ్ పాలన పద్ధతిలో జరుగుతుంది. CPC బెంగుళూరు పన్ను చెల్లింపుదారులతో మానవ అంతర్ముఖం లేని వెనుక కార్యాలయంగా పనిచేస్తుంది.

ఆదాయపు పన్ను శాఖ CPC బెంగుళూరులో ITRs ను ప్రాసెస్ చేస్తున్నప్పుడు ట్రస్ట్ ఆధారిత సిస్టమ్ను అణచివేయడానికి ఉద్దేశించిన వ్యక్తులను గుర్తించడంలో లక్ష్యంగా విస్తృతమైన రిస్క్ విశ్లేషణ వ్యవస్థను కలిగి ఉంది. అధిక ప్రమాదం ఉన్న అన్ని సందర్భాల్లో, డిపార్ట్మెంట్ CPR లో తిరిగి ప్రాసెస్ చేయడంతో వారి ఐటిఆర్లో పన్ను చెల్లింపుదారుల సమర్పించిన వివరాలను పరిశీలిస్తుంది మరియు ధృవీకరించవచ్చు.

రిటర్న్లో ఏ మోసపూరితమైన వాదనలను డిపార్ట్మెంట్ గమనిస్తే, అటువంటి పన్ను చెల్లింపుదారులు ఆదాయపు పన్ను చట్టం యొక్క వివిధ నిబంధనల ప్రకారం శిక్షింపబడవచ్చు. ఇటువంటి సందర్భాలలో వాపసు జారీ చేయడాన్ని కూడా ఆలస్యం చేయవచ్చు.

పన్ను చెల్లింపుదారులు, తప్పుడు వాగ్దానాలు లేదా దుర్వినియోగంలేని మధ్యవర్తులచే తిరస్కరించి, వారి ఐటిఆర్లలో తప్పుడు వాదనలు అందజేయాలని సలహా ఇచ్చారు, ఇది పన్ను ఎగవేసిన సందర్భాల్లో పరిగణించబడుతుంది. ప్రభుత్వ / PSU ఉద్యోగుల ద్వారా ఇటువంటి తప్పుడు ఆరోపణల విషయంలో, ప్రవర్తనా నియమాల ప్రకారం చర్యకు సంబంధించిన విజిలెన్స్ విభాగానికి సూచన ఉంటుంది.


డిపార్ట్మెంట్ కూడా ఆదాయపన్ను చట్టం యొక్క సంబంధిత విభాగాల క్రింద మధ్యవర్తుల మరియు అభ్యాసాలపై విచారణ జరుపుతుంది మరియు తగిన చర్య కోసం ఇతర చట్ట అమలు సంస్థలకు ఇలాంటి కేసులను సూచిస్తుంది. అందువల్ల, ఆదాయపు పన్ను చట్టం యొక్క నాలుగు మూలల్లో పన్నుచెల్లింపుదారులకు వారి సలహాను కఠినంగా ఉంచాలని డిపార్ట్మెంట్ అన్ని మధ్యవర్తులను సూచిస్తుంది.
