Service Conditions of Teachers


Qualification-

The Commission shall ensure that all educational institutions follow the qualification guidelines / rules prescribed by the State Regulatory Authorities and NCTE respectively;
Selection and Appointment - The Commission shall ensure that the selection and appointment of all Teachers and Teaching faculties in Schools, junior colleges and Teacher Education including Tutorial Institutions are done in accordance with guidelines prescribed by the State Regulatory Authorities and NCTE respectively;
No person who does not possess the requisite qualifications prescribed by Regulatory Authorities shall be appointed as a teacher/Teaching Faculty in a Educational Institution respectively;
The pay and allowances of teachers employed in the educational institution shall be paid on or before such day every month, in such manner and by or through such officer or authority as may be prescribed;
Schedule of employment to be maintained:
Every Educational Institution shall maintain a schedule of employees indicating there in the number of persons in its employment, the name and qualification of each employee, the pay and such other particulars;
The Educational Institution shall update the information on the web from time to time.

Maintenance of Standards of Education

  1. The Commission shall perform all functions as laid-down at Section 9 of the Act as well as such other functions as may be deemed fit to achieve the objectives laid-down at section 9 (i) to (xii) of the Act;
  2. The Commission shall work in close Co-ordination with the statutory bodies and other stake holders including the Student Parent Committee;
  3. The Commission shall have the power to visit, review, inspect any Educational Institution to satisfy itself of the compliance of such institutions with the norms of infrastructure, teaching, teaching education, student assessments, examinations and qualifications are being maintained by the educational institutions.
  4. The Commission shall have the power to interact with the students, teachers, management of all educational institutions in order to appreciate the prevailing education system and take appropriate action and advice the government appropriately.
  5. The commission shall recommend methods to monitor and regulate all aspects of the tutorial institutions’ management with specific focus on fee collected and steps to ensure the protection of interest of the students.

For maintenance of Academic standard
  1. Ensure implementation of the curriculum framed by the SCERT for Primary and Secondary Schools, Board of Intermediate, NCTE, Syllabi, Textbooks developed by the SCERT in Private Teacher Training Institutions recognized by the State Government and curriculum developed by ERTW.
  2. Frame guidelines for conducting of examinations systematically at all levels of classes I to XII in all the educational institutions.
  3. Shall advise CSE, CIE, SCERT, ERTW, SIVE and DIETs in conducting research related to improvement of quality education and to examine the research reports and prepare appropriate recommendation to the Government.
  4. Shall advise on best teaching practices to be followed at all levels and appropriate academic desired standards for Teachers in Education Institutions.
  5. Shall advice on innovative and progressive methods in conducting Assessments and Evaluation of the students from Pre-Primary to Class XII and Teacher Education including Tutorial institutions.
  6. Shall review and prescribe improvements in student periodical assessments.
  7. Frame guidelines recommend the measures to the state government to curb malpractices by the educational institution.

The government of Telangana is once again preparing to replace the posts of panchayat secretary in the state. The Panchayati Raj Department has directed the Collectors to take steps to appoint Junior Panchayat Secretaries (JPs). The Commissioner of the Panchayati Raj Department said that the vacancies in the respective districts should be filled on a temporary basis by written test and completing the appointments before the rainy season. District wise notification is likely to be issued within a week. There are 12,751 gram panchayats in the state. With the intention of having a secretary for each panchayat, the process of replacing 9,355 JPs 20 months ago. Others who have had better opportunities in the public sector and in the private sector have resigned because JPSs have been unable to be regular for three years and have to work for an honorary salary of Rs. In addition, a few more posts have been vacated as senior panchayat secretaries have been promoted. There are over 2,000 vacancies in the state. Now, all these posts have been replaced by the Panchayati Raj department. Madhusudan Reddy, the state president of the panchayat secretaries association, urged the government to take up the new replacement process after promoting and transferring the existing secretaries.


Junior Panchayat Secretary Educational Qualifications
Must have passed the Degree from any University in India established or incorporated by or under a Central Act, State Act or a Provincial Act or an institution recognized by the University Grants Commission as on 31.8.2018 and must possess working knowledge of computers.

TS Panchayat Secretary Job Description:
The Junior Panchayat Secretary shall discharge the duties and perform the responsibilities assigned to the Panchayat Secretary under Telangana Panchayat Raj Act, 2018 (Act.No.5 of 2018) and any other Duties and responsibilities entrusted by the Government, Commissioner, PR&RE and District Collector from time to time.

Basic Service Conditions
  1. This is a district cadre post as defined in G.O.Ms.No.124 GAD (SPF-MC) Department. Dated:30-08-2018.
  2. The monthly consolidated remuneration is Rs.15000/-
  3. The Junior Panchayat Secretary shall have to work on consolidated remuneration basis for 3 years
  4. The agreement will be renewed every year based on annual evaluation of performance.
  5. The services of those Junior Panchayat Secretaries who show satisfactory performance will be regularised after completion of 3 years as Panchayat Secretary Grade-IV.
  6. The performance will be assessed in accordance with the guidelines issued by the Government on the basis of Telangana Panchayat Raj Act, 2018.
  7. Other Duties and responsibilities can be entrusted by the Government, Commissioner, PR&RE and District Collector from time to time.
PROCEDURE OF SELECTION

THE SELECTION OF CANDIDATES FOR APPOINTMENT TO THE POSTS WILL BE MADE BY EXAMINATION (OBJECTIVE TYPE) BASED ON OMR.
THE FINAL SELECTION FOR THE POST WILL BE BASED ON TOTAL MARKS SECURED IN THE WRITTEN EXAMINATION OF PAPER-I & II.

1. The applicants will be subjected to written examination of Paper-I & Paper-II of Objective Type and the final selection will be made based on the total marks secured in all the (02) papers in the respective categories duly following the Rule of reservation.
2. There will be penalty for wrong answers marked in the objective tests of Paper-I & II. For each question for which a wrong answer is given by the candidate, one fourth (1/4) of the marks assigned to that question will be deducted as penalty to arrive at corrected score. If a question is left blank, i.e., if no answer is marked by the candidate, there will be no penalty for that question.
3. Marks secured in Paper-I and Paper-II will be counted for preparation of Merit list.
4. All the vacancies are district specific. Candidates will be selected as per vacancies available in district, nativity, merit and reservations. Non-local quota candidates will be given the preference according to their merit for district opted by them subject to the availability of vacancy.
5. The appearance in all papers in the Written Examination as per rules is compulsory. Absence in any paper/ papers will automatically render his/her candidature as disqualified.
6. Candidates have to produce Original documents and other particulars on the day of verification itself. If candidate fails to produce any of the required certificates and if the particulars furnished by him / her in the Application do not tally with the Original documents produced by him / her, then his / her candidature will be rejected/disqualified without any further correspondence.

The appointment of selected candidates will be subject to their being found medically fit in the appropriate Medical Examination.

Educational Qualification for AP DIETCET 2020
  1. The candidate should have passed or appeared for the Intermediate Examination (Qualifying Exam) or its equivalent as decided by the DEECET Committee for appearing at the DEECET. However, he/she should have passed the qualifying examination at the time of admission.
  2. The candidates should have secured 50% of marks  in aggregate in the Qualifying Examination for appearing in the DEECET for both ‘A’ and ‘B’ category seats. The minimum percentage of marks in the qualifying
  3. Examination  for  Scheduled  Caste,  Scheduled  Tribe  and  Physically Challenged candidates shall however be 45% for both ‘A’ and ‘B’ category seats.

ELEGIBILITY Criteria for AP DEECET 2020 
  1. Mathematics:- Those who studied Mathematics as a subject at Intermediate level
  2. Physical Science: - Those who studied Physics & Chemistry as subjects at Intermediate level
  3. Biological Science: - Those who studied Botany & Zoology as subjects at Intermediate level
  4. Social Studies: - Those who studied any of two subjects out of Civics, Economics, History, Geography and Commerce at Intermediate level
  5. The candidates who passed Intermediate with Vocational Courses are not eligible.
  6. Candidates should have completed 17 years of age as on 1 September of the year of admission. There shall be no upper age limit for admission into D.El.Ed course.
  7. The minority status of the students shall be decided as mentioned at Rule 2 (p) of these Rules. (G.O.Ms.No. 30 School Edn Dated 08.07.2015)
Procedure to Pay Fee for DEECET 2020
  • The candidates shall first download the ‘Information Bulletin’ free of cost from the DEECET website https://cse.ap.gov.in & https://apdeecet.apcfss.in and go through it carefully and satisfy their eligibility for appearing for DEECET, 2020.
  • The candidate after satisfying herself/himself about the eligibility criteria for DEECET shall pay a fee of Rs.600/- through Payment Gateway from 21.05.2020 to 04.06.2020. For submission of application through Online up to 05.06.2020. On receipt of fee through ONLINE, the candidate shall be issued a ‘Journal Number’ with which she/he can proceed with submission of application through online. Issue of Journal Number does not mean that the candidate has completed submission of application online. It is only a confirmation of the fee received.
How to Submit Application Form for AP DIETCET 2020 Online

  1. Go to https://cse.ap.gov.in OR https://apdeecet.apcfss.in
  2. Click on Application Form.
  3. Click on the dialogue box (i.e., WELCOME TO ONLINE APPLICATION) Confirm the next dialogue box (i.e., Fields marked with ‘*’ are compulsory)
  4. Enter your Journal Number issued by APCFSS, the date of payment of fees and Date of birth.
  5. At the field ‘Attach your latest photograph' Click on Browse button and attach your photograph and your signature stored on the local machine.
  6. Tick the declaration and enter the verification code.
  7. Press Upload
  8. The application will be opened.
  9. When the application form is opened check if the photo is of required size, clear and is of the same candidate of whom the details are to be filled in the application. If the photo is smaller in size, not clear or does not belong to the candidate press 'BACK' button below the photograph on the application form and restart with scanning of the photograph.
  10. Confirm that the photograph is yours and that it is as per the given specifications.
  11. Fill in the application form as per the instructions given in the User Guide and Information Bulletin and those offered while filling the Online Application Form.
  12. After filling all the details press PREVIEW button. This will display the details submitted by you
  13. If you find all the details correct press SUBMIT otherwise press EDIT and resubmit the information.
  14. On submission of application form online the candidate shall be given reference ID number which should be kept carefully for any kind of future correspondence. Submission of application can be considered to have been completed only on receiving reference ID number.
  15. On completion of submission, the candidates shall take a printout of the application and store it for future use. Candidates should not post the printout of the application to DEECET office.

  1. Candidates are required to register online at the RAC website (https://rac.gov.in).
  2. On successful registration, the candidates may login before the closing date of the advertisement to fill the application form online.   3. Candidates in Govt. service or in Govt. owned organisations should submit their applications online directly to the Recruitment and Assessment Centre (RAC). However, such candidates are immediately required to give due intimation to their employer regarding the details of the DRDO posts to which they have applied, requesting the employer to communicate to RAC directly (in case of any objection) within 30 days of the deadline for applying to the DRDO post(s). To this effect, a declaration (Please see Para 3(vi) for details) is to be uploaded by the candidate that he/she has intimated their employer that they have applied for a post in DRDO. Candidates should note that in case a communication is received from their employer by RAC withholding permission to the candidates applying for the posts, their candidature will be liable for cancellation.
  4. Candidates are advised to retain a copy of the online recruitment application (pdf format) after locking the online application form.
  5. Only locked/finalised applications in all respects shall be considered.
  6. Points to be considered while filling Application form
  • The GATE/NET paper and the subject of qualifying degree of the candidates must be as per the discipline-wise table provided (Table 1).
  • Candidates are advised to be careful while filling their GATE score (for Part I & II disciplines) / percentage of marks in NET (for Part III discipline), as the short listing will be based on the same filled in the application form.
  • The scrutiny of application will only be done for those candidates who are above the cut off of GATE score / cut-off of percentage of marks in NET, as per the norms of shortlisting specified in the advertisement. A wrongly filled GATE score or wrongly filled percentage of marks in NET may automatically result in candidate not getting shortlisted for scrutiny purposes also.
  • RAC will be verifying the GATE and NET scores of the applicants, and if the verification requires any additional information at a later stage (apart from the information sought on the application form), the same will be asked from the candidate. Failing to furnish the required information when asked will make their candidature liable for cancellation.
DRDO Application Fee and Payment Mode
General (UR), EWS and OBC male candidates are required to pay a non-refundable non-transferable application fee of Rs 100/- (Rs. One Hundred only) payable online only. There is no application fee for SC/ST/PwD and women candidates.

DRDO RAC Scientist Selection Procedure
  1. The shortlisted candidates on the basis of the GATE scores and/or Descriptive Examination or percentage of marks in NET will be required to appear in the Personal Interview to be held at Delhi or any other place as decided by RAC/ DRDO.
  2. The offer of appointment to the selected candidates will be restricted to the number of vacancies in order of merit. The appointment, however, will be subject to satisfying conditions like qualifying the Medical Examination
  3. prescribed for Group ‘A’ Technical posts of Govt. of India with Field Service liability and verification of character antecedents besides verification of SC/ST/OBC/EWS/PwD(HH)/PwD(OH) certificate etc, wherever applicable.
  4. Final result (customised for individual candidate) will be made available at RAC website (https://rac.gov.in).

Instructions to DRDO Recruitment 2020 candidates

  1. Online application submission link is available at RAC website (https://rac.gov.in)
  2. Those applications which are not locked/finalised by the candidates in accordance with the instructions will be automatically rejected by the computer system and no correspondence will be entertained in this regard. Therefore candidates are advised to submit/finalise the application carefully and enclose all necessary documents as applicable.
  3. The applicants should ensure their eligibility in respect of age, essential qualification etc.
  4. No request with respect to the change in any data submitted by the candidates will be entertained once the closing date of online submission is over.
  5. The OBC (Non-creamy Layer) candidates are required to submit requisite certificate in prescribed format of Government of India, from a competent authority. The certificate must have been issued on or after 01 Apr 2020 and must be valid through the Financial Year 2020-21.
  6. The EWS candidates are required to submit requisite certificate (Income & Assets) in prescribed format of Government of India, from a competent authority. The certificate must have been issued on or after 01 Apr 2020 and must be valid through the Financial Year 2020-21.
  7. Applicants are advised not to change their registered mobile number as vital information regarding their shortlisting/selection status will be intimated through SMS.
  8. Shortlisted candidates shall be able to download their admit card for the Descriptive Examination (Only for Part-I disciplines) /call letter for interview respectively along with its venue, date & time after successful registration through RAC website. Intimation in this regard shall be sent as SMS on the registered mobile number of the candidate. Candidates may please note that the admit card for the Descriptive Examination /call letter for interview will not be sent by post/courier.
  9. Detailed guidelines for submission of online application are available on RAC website (https://rac.gov.in).
  10. Candidates are advised to keep visiting RAC website (https://rac.gov.in) for updates issued from time to time.
  11. The number of vacancies may vary.
  12. Translation ambiguity, if any, can be resolved to the English version of the advertisement published in the Employment News.
  13. Dispute, if any, will be subject to the courts/tribunals having jurisdiction over Delhi only.

Telangana Board of Secondary Education which is known as Board SSC has released revised Schedule for remained SSC Public Examinations which are postponed due to Covid19. As the High Court of Telangana, Hyderabad has permitted to conduct the 10th Class Public Examinations applying some conditions, officials have released the Schedule for English Mathematics Physical Science Bio Science and Social Studies. Students who are going to write the TS SSC Public Examinations 2020 have to go through the revised time table and prepare for the examinations accordingly, officials advised.

Telangana SSC 10th Class Public Examinations March 2020 had started on 19th March and held up to 21st March completed Telugu Paper I Paper II and Hindi. Remaining exams were postponed due to corona pandemic by the Telangana State School Educations Department, Govt of TS. After the Lockdown period in the State, High court has permitted to conduct the remaining SSC Public Examinations from second week of June 2020. Hence the TS 10th Class Public Examinations will be held as per the time table below
